What is PLC?
NEC: Many people have their own interpretation. How can I come about finding the correct interpretation. The NEC is somewhat hard to understand. How can I get lucid information from the book?

Not exactly sure which you are talking about, but for me
PLC= Programmable Logic Controller
or
PLC = Power Line Carrier

I'd go with Programmable Logic Controller

Easily understood; intelligible.
Mentally sound; sane or rational.

I understand your point -- lucid and "The Code" just don't always go together...
You could try one of the many books available, such as "Understanding the NEC", Delmars, etc.
