wireless lighting

Scenario: overhead fluorescent light fixtures,about 8 on 1 circuit existing. I want to control them individually or 2 at a time without having to pull new wires.(very old installation. I tried wireless remote control transmitters and receivers from Lowes that control a 3 different frequencies but they are not reliable turning one off and one on when both are supposed to turn on or off with one click of the switch, after many on offs they finally work in unison. Any suggestions as to how I can control these lights without pulling new wires in?

Look into X-10 devices.
