I saw this yesterday:

two older breakers in a panel (maybe 20 years old) feeding a box directly above the panel which had two new breakers: one 20 gfci breaker and another 20 breaker.


Is this done frequently because one cannot find the old stlye breakers.

I can theorize where this might be done where a GFCI style breaker is not available for the older style panel. I expect that the same thing may happen with AFCIs.

I often find old places where somebody has added a small panel or two and fed it/them from a fuse on the original panel.

One I did last year had five distribution panels all fitted in the same place and daisychained.
