210.52 (B) (1) seems to indicate that. This code could be worded better IMO. I have always wired dining rooms on a 20-amp branch circuit. I prefer the circuit to be separate from any of the small appliance kitchen countertop circuits though. And I always do a dedicated line for any refridgerator.

Section 252(B)((1) states you need two circuits for the kitchen counter outlets. These circuits can feed dining room , breakfast rooms or simular areas, including refrigeration, ( I always put the refrigerator on it's own circuit) Remember the NEC states the minimum requirements. Note to 250.(B)(3) these circuits shall feed only one kitchen.
