a new cell site requiring its own metered service, fed off an 480/277 3ph 4wire BUT the new service panel is only providing 460 to a transformer on the roof, can that be done per code? It is a 3ph 4 wire service panel, neutral is for the meter and only 2 phases are being used--thanks

"an 480/277 3 phase 4wire" WHAT? Is it a service, a switchboard, panel? Is the service panel in your posting the source of the feeder to the roof? When you say only two phases are being used may I conclude that you mean that the feeder will be single phase derived between two of the ungrounded conductors of the wye connected service panel? If the answer is yes than I see no problem. Single phase circuits, such as the circuit supplying the rooftop transformer, are run from three phase panels all the time.
