Is it legal to splice a feeder to a sub-panel?

If you are talking about a Tap refer to 240.21 (B) Check out 240.2 for a definition of a tap also

If you just mean you are splicing on another wire to extend the feeder I can't think of a reason why you can't assuming listed methods.
