In a commercial installation, like a restaurant, what is the minimum distance a hand dryer can be from the sink?

I don't believe this is a NEC issue, but it may be a design issue or a 'spec' issue

It's a plumbing code issue. You need 15" from the centerline of the sink to any obstruction. Other than that, I can't think of anything.
