Can you guys recommend a method to check an exsisting inground swimming pools bonding connections where they can't be seen...to a metal ladder or a diving board for exsample.Would a simple continuity test between the exposed #8 at the motor and the ladder be sufficient?

You are going to need something very accurate in the sub ohm range to tell you much. I'm not sure what the resistance would be if you just had a ladder cup stuck in wet concrete but I bet it is a fairly low number.
I have an Ecos tester that might work. It can prove less than 1 ohm under a load.
