When are short sections of raceway required to be grounded. For example, is a 5 ft. piece of metallic conduit required to be grounded when used as a "sleeve" to protect a cable?

I found NEC article 250.132. "Isolated sections of metal raceway where required to be grounded".......etc.

The wording is somewhat vague to me.

I just found this code section after posting my question. NEC 250.86 Exception No. 2 which reads: "Short sections of metal enclosures or raceways used to provide support or protection of cable assemblies from physical damage shall not be required to be grounded". It still does not give specific length.
