Not sure if its legal to mount an outdoor ceiling fan in a ramada with a lattice type ceiling in which rain will come through. The fan motor looks sealed but I may have figure a way to seal the cover above where the connections are. Don't believe this is addressed in the code?

If the cieling fan is rated for a wet location, I do not see a problem.
I personally have yet to see a wet location cieling fan. I have installed industrial type of fans in wet locations, but they were not designed for looks.
I would check the manufacturers installation instruction very carefully.

I've seen some wet location fans. Next time your at Lowe's or Home Depot take a look, they usually have 2 or 3 on display.

I've never hung one, but after looking at them from a distance I think they could be mounted in that situation.

That being said, I think NEsparky hit it on the head though: check the manufacturer's specs very carefuly

From 2003 UL White Book: FANS, CEILING-SUSPENDED (GPRT)

Fans intended for mounting beneath a ceiling structure such as provided on porches or patios have been subjected to a rain test and are marked as being acceptable for such use…

Fans evaluated for use in barns, poultry houses, dairy barns or the like, as covered by Article 547 of the National Electrical Code, are marked ‘‘For Use in Agricultural Buildings’’ or with an equivalent statement…
