Clarification of Code 230-71

I have a question regarding 230-71 (Maximum Number of Disconnects.)

Reguarding the exception on Power Monitor Equipment; Do Power Factor Correction Capacitors fall under this exception, even if it is controlled by a power monitoring controller? I have argued that is doesn't, but if it does I shall hang my head and admit defeat.

What is the size of the capacitor bank and why would you utilize the service lateral or service drop to connect them? You can only have one svc. Drop Or Lateral and up to six Meter cans and their disconnects. It that what you meant?

It would seem that the last sentence of 230.71(A) that addresses power monitoring could apply to a cap bank....

There is no way that the intent of 230.71 would permit a 7th disconnect for power factor correction capacitors. Power monitoring is exactly that, some type of instrumentation that monitors the power.
