Several circuits of 12470, running thru manholes, deadbreak elbows in junctions, metal ladder , metal cable supports,
Ground bar, two ground rods, all grounds and shields tied together.Sound Ok???

Sounds like the kind of installation that should be engineered.
I would follow the specs and drawings.

Omission of an {often} bare-copper conductor in the same raceway with the phase cables may accelerate damage {in fault situations} to the tape/drain-wire shield under the MV-cable jacket. The additional grounding conductor is routine, well-considered boilerplate for many.

Theres two 500mcm in the concrete of the duct bank to each manhole and tied to the groundinging bar in each manhole. As far as designing eng. We;re it.

Someone may be sniveling about expecting to see “IEEE std 837”-grade connections, but that's not an NEC or NESC requirement. [If it's specified in contract documents, that's a whole 'nother matter.]
