hi you guys are the best
in nec 1999 sec 250-94 method [1]
it says you bond the neutral to all service enclosures
my question is : if you anyways need to use bonding l/n,&jumpers at concentrics then whats the point in doing method [1]?

So a ground fault will complete a circuit by returning through the neutral conductor and trip the breaker by having a low resistance in your circuit. If you don't bond the neutral to the enclosure a ground fault won't have any where to go until something or someone completes that circuit.
