I am not sure of why the new 2002 NEC does not show the bullet in the margin anymore to show the deletions? I found only this statement in the front"

"New or revised technical content in this edition is indicated by a vertical rule next to the paragraph, table, or figure in which the change occurred."

How are we supposed to know what has been deleted?

The NEC was the only document I know of that used the bullet to identify the changes.

The IEE doesn't usually mark a specific regulation which has changed, but they generally mark any which have been deleted, e.g.

B.6 [This regulation deleted by March 1978 amendment]

I have been advised that the NFPA publisher's software did not support
the placements of the bullets in the "2002 National Electrical Code".

I have also been informed that the
marginal lines seem to appear in places where there were no changes, or
entire paragraphs were identified in the 2002 NEC.

If anyone has any further information please post it here where it concerns the 2002 NEC.

Joe I have a list of locations I am keeping track of that are missing the vertical line. I will of gone through most of the NEC shortly and can post what I've found.

I recently attended a 2002 NEC update seminar by James Stallcup in which he stated that the vertical lines are "not all there"

I don't know how many books are printed at one time, but last cycle, I bought a few Codebooks as soon as they were available. They included addendum sheets to cover oversights. I thought that I would wait a while this time.
BTW,
to contract with a company that can not provide the bullets that we have been accustomed to for how many years seems like a poor decision(at least for us) to me.
