Which do you prefer when doing a new service, going through siding and the wood sheating and sweeping (90º) into the top of the panel, or going through the foundation and into the back of the panel? I prefer the former rather than the latter because drilling through concrete stinks.

The first.

We do have a builder who doesn't like to see the service cable. He comes out and drills the 12" cement wall.

I Prefer to go through the foundation and into the back of the panel whenever and wherever I can... Might be more work but I think it makes the panel look " cleaner"..
