Has anyone seen one of these ? I guess its called the box, to check for open neutrals and gfcis, I saw it over in the picture section of Joes pictures of violations. and who makes it ?

I am not sure what you want. However, Ideal makes a plug-in tester that will test for voltage drop under load along with the usual functions of a 3 light plug-in tester. About $270.
