I,ve got 3 Cutler Hammer Arch fault breakers that are hot to the touch and have only .3 to .5 amps on them. Any ideas?

Hot to the touch, or warm to the touch?. Afci breakers do get warm when installed in a live panel even with no load on them. But I have yet to see an unloaded one get hot. Take em back to where you bought them.

They are I guess warm. Hadn't noticed before in any other panels.

These devices have a power supply and other electronic parts inside. They will get warm and there is no way around that fact.
