my last boss had me pigtail if there were 2 or more wires in a box. now my new boss has me do it if there are 3 or more. does the code require pigtails in commercial with 2 wires(feed in feed out)in a 20A receptacle box?

No, pigtails are not required, The NEC only requires "pigtailing" on the neutral/grounded conductor of a multiwire circuit. The live conductors are never required to be pigtailed.

Pigtailing is a good practice at any rate.

Pigtailing is a standard installation method for the company I work for. We do it for every box that has 2 or more cables in it. Neutrals, hots, and grounds.

Recepticle companies specs allow you to not pigtail, but we pigtail everything.
