do all receptacles in a unfinished basement have to be ground faulted?

No, single receptacles for specific uses, say a sump pump or washing machine, would not require GFCI protection.

Provided they are not readily accessible or are installed in the dedicated space for the appliance & the appliance is not easily moved...
