Big news. Title 24 has changed significantly, effective 1/1/05. This is a statewide regulation in California, and it does not have to be adopted by the locals as does the NEC. The building departments are required to enforce it.

The Title 24 requirement for the primary lighting in the kitchen and bath to be high efficiency (i.e., dedicated fluorescent) has been replaced with requirements that a certain percentage of the wattage for each of those rooms be high efficiency. I believe it's 80 percent...which means that from a practical standpoint, all the lighting for those rooms has to be fluorescent. At least that's the way I read it.
