Too many variables 100 or 200 amp? Is the panel in a basement or flush mounted in a wall? Is the meter in close proximity or is a disconnect needed? Does the meter base and service conducters need to be upgraded? Is it underground or overhead? Is the existing box grounded correctly? What kind of shape are the circuits entering the existing fuse Box? How many circuits need to be connected back up? Some service upgrads we do run as much as $2000

velect yes your correct this could go into a few different variables. But you raised a question,What kind of shape are the circuits entering the existing fuse Box? Would you pull in new ciruits? I guess depending on how bad they were this could almost turn into a complete re-wire.
