Doing a service change and the AHJ wants an outside disco. Does this mean I have to run a four wire system from the disco to the service panel? Doesn't this in effect make the service panel a sub-panel?

Sorry if this sounds like a DIY'ers question, it's not. I've just never done a service change where they required me to use a disco after the can.

Yes to both questions. They make Meter/Mains (Meter enclosures with a Main Breaker) that might be your easiest solution.
