DOES ANYONE KNOW WHERE I CAN GET A COPY OF THE 2002 NEC HANDBOOK ON CD WITHOUT PAYING $175. TO $200 FOR IT

There are several jurisdictions that have litigation to declare the NEC "Public Domain". Locate a source in one of the areas and maybe get a download?

The NEC itself could be argued to be a public document, but not the NEC handbook...
