Is it OK to pack fiberglass batt insulation tightly around a CB panel in a wall? The rational for doing it in a particular application we have in mind is for sound insulation, not energy conservation. The panel is on an interior wall and sound travels pretty easily through these walls already.

As long as you are not covering the front of the panel all will be fine.

AC, I would advise that if you do this, make sure the insulation batts are unfaced. Unfaced insulation is actually an approved fireblocking material while faced batts pose a potential risk for flame spread.
