Is a surge protector the same as a circuit breaker?

Not even close. A surge protector clamps the voltage (essentially shorting it out) at some predetermined level. That might also involve tripping a circuit breaker but the breaker is doing what breakers do, detecting overloads and short circuit current, two different things handled by different parts of the breaker.
