If I have a j box in the basement where all branch circuits end..and need to extend four feet through foundation to panel

Is there a derating requirement from the j box to the panel based on length?

24" of grouped conductors starts kicking off derating. In #12 and #14 using 90c conductors you are usually not in trouble until you get 9 in a pipe.
