I've been known to overthink things a bit myself. crazy But, I stand by my answer, it's True. There's no way the answer could be False. The question as written doesn't ask if a Neutral is required, it asks whether a wire has to be white. As 200.6 says otherwise the Answer has to be True.

If the question meant to ask whether a Neutral (grounded) conductor was needed they should have left out the word "white".

P.S. Where are the questions coming from?

Thanks for the update with this question.

I have about 450 questions from two NEC courses I took.
This specific question is from a St. Cloud Community College I took about 18 months ago.

The other course is Sunde School, which is basically considered the best in Eastern Minnesota.
