I guess the question is whether these service conductors are "likely to require examination, adjustment, servicing, or maintenance while energized". They are certainly not accessible in the 110.26 sense. They may pass the article 100 test.

I was surprised to find this, and apparently it's been like this for quite some time. This is the same bldg. as the rail mounted panel in another pic here.

No debate on Article 100 rules, as it would have to be cut at the primary side of the padmount to 'work' on it.
My point is 'surprise', how the heck did this happen??
Makes you think if a 'Stevie Wonder' did the H20 inspection.
Did you see the rail mount panel pic?? Same place.

Larry: If you look at this pic, and the panel on the rail, it looks like some unpermitted work was done. That said, this whole mess is 'dated'; except the upper water meter which must have been recently replaced.
I will have a chat with the bldg. owner to have a little attention done to this when I get back from vacation.
Bottom line would be confirm condition of grounding and bonding, install some close-ups, & provide support for the panel. That's about all I can expect, until they have to touch the service.
