Found this the other day. 2-1/4:20 machine screws thru bottom of backbox into guardrail.

Nice non-compliant conduit support too. This has been 'as-is' for some time, & first time I was in this building.

They probably had to set the panel out there to satisfy "working space" and the inspector held his nose on the disconnects.
I agree it looks like the top of the enclosure is actually supported by the big conduit. Looks like a great place for some kind of purpose built bracket coming out from the wall.

Depending on how far the guardrail is from the wall...it might be okay (but just barely).
