In Toronto Ontario, can a home owner take out a permit to change a 100 panel from fuse to circuit breaker and then do the work his self under the supervision of non-contractor Master Electrician with a 309A licence?

I spoke to ESA and they this would okay along as the electrician doesn't use any tools.

You can do your own work and take out your own permits. The electrician can't help you unless he is licensed.

Actually in Ontario, an electrician can only work in somebody's house if they are working for a licensed electrical contractor.

An electrical contractor can only work if they pulled the permit. Not the home owner.
