I bought a refurbished L&G Kilowatthour meter, type CL14, to control usage in a tenanted room. Most of the labels are in German.

On the inside cover of the terminal block is a schematic as follows:

Can I take it that incoming should be at 1(L) and 4(N) and the outgoing at 3(L) and 6(N)?

The actual terminals are as shown below:

The criss-crossing of the incoming and outgoing cables are unusual compared with other meters (Actaris) I have seen.

That's indeed unusual! I read the diagram exactly as you did though. Most meters would have the N terminals in the middle.
