What type of wires are those, that run perpendicular to the wire(s), that the guy is holding?.
Are they HV lines?, as they seem a lot thinner than the phone lines.

There are so many wires I would have to think primary and secondary of ? voltage. It's hard to determine their distances relative to each other.
