I am looking for a newer version of the Comed handbook (or codebook). Does anyone know where to buy one? Mine is dated 1986.

Not that book. The one I have,
"Information and Requirements for the Supply of Electric Service"

Commonwealth Edison Company

No pages show the publisher

Fire off an email to them at www.comed.com and see if the new book is available.
FPL has that book on their web site but I didn't see it at Comed.
