NEC 210.60(B) requires guards for receptacles athat are behind beds. This is pretty common for dorm rooms. does anyone make a "guard" that can be used in this case?

You should be able to find a t'stst guard at WW Grainger, McMaster Carr, or a good HVAC supply house.

OK. I have not seen any receptacle 'guards' in any of the hotels I have inspected.

A google search was unsuccessful.

If you're in a pinch....how about a 'bubble cover' (Weatherproof while in use) RACO used to make a real nice cast aluminum one.

Other suggestion would be to move/eliminate the receptacle.
