Seems to be a 'BK' 'your way'.
I posted an interesting neon xfr wiring issue a while back from a local BK. Time permitting..I'll look here for it.

It looks like someone was just a little bit too lazy to undo the rubber band on the cord to make it a few inches longer.

I wonder if the cord heading into the ceiling space is for the battery light.
