Hello,
I lost four intermatic irrigation timers in five months due to power outage problems. Is it related to earthing element issue or something else. Each time, I observed that the fuse was not tipped over. Any suggestions?

We probably need more information. What kind of timer and what is going wrong with them. Do you have any surge protection. Is this lightning related or just switching transients.

Just shooting in the dark, I would start with a panel mounted surge protector and verifying that the ground electrode system is in good shape (more robust than minimum code).
