Reminds me of an empty small shop... I walked by and stopped because something inside had caught the corner of my eye. The meter sat directly on the wall, without any kind of base. Weird. A closer look revealed some moron had drywalled in the meter base making the meter sit flush on the wall...

Maybe when the rat gets into the meter pan from inside the wall and starts a fire/causes a short?
