I haven't found anything in the NEC or the power company's book of codes that prevents an underground service pedestal being installed next (12"-16")to a downspout. Has anyone failed an inspection for this? Note: the downspout discharges into a drain tile.

Your okay. Conductors must be suitable for direct burial or if in conduit the conductors must be rated for wet locations. Like THHW.
