There is water leak in Condo garage. Is it allowed to replace one part of EMT conduit(1/2") with PVC conduit(plus ground conductor)?

1st, find the water leak. stop it. Then I don't think there would be a problem with any conduit.
Just use the correct fitings and your good to go.
