Can you install a 250 volt 3-wire twist-lok plug & receptacle on a 120 volt circuit?

Well yes it will work but think what will happen when the next guy plugs it into an actual 208 volt circuit. I never recommend doing this.

It was a pool receptacle.
I am curious as to whether the voltage rating is a maximum allowable rating or a strict guideline.

If it is not listed for that specific use you can't use it. Also how would you standardize which side is neutral. Can't do it.
