What is required to convert my 110 outlets in my home to 120v, 4amp outlets?
Nothing.
120V is a nominal voltage expected to fluxuate as much as 10% either way.
The receptacles in your home are either 15A or 20A and have plenty of ampacity to handle 4A.
Or...
A buck-n-boost transformer would do the trick, and one could use 5A cartridge fuses to come within 120% of the OCPD rating...
