Both phase conductors are landed on the left line side of the meterbase. Then both leave the left load side to the main lugs of the panel. There is nothing on the right line side. the wire on the right load side goes to the neutral bar. the wire fed thru the meterbase also goes to the neutral bar and is taped green.

Ahhh,
DIY'ers are at it in Tennessee also, huh? [Linked Image] 4&5th pics look like they belong with a post Ryan J put up... Someone tried to hook a panel "knob & tube" style with SE cable!

If the 2nd pic were here, it would have to had been approved by an AHJ to get the meter set...

What was the guy who did this trying to do? Get the PoCo to hook it up and see the pole transformer get blown clean into Kentucky?

The wiring (?) in the meter can obviously attests to someone's incompetence. The POCO guy would probably join the pole transformer in that trip to Kentucky. [Linked Image]

What I'm really having trouble trying to figure out is that crazy looking panel in pic. no. 5. - the GFCI breaker on the left hanging over the neutral buss, and the breaker on the right with virtually no gutter space to work with (besides the wiring issues).

necbuff: What's going on in pic. no 6? It looks kinda like the termination end of a wiremold or track lighting setup, except that there is no box beneath it.

I see no problem at all in pics. 1 and 2...after all, aren't ALL electricians either giants or midgets? [Linked Image] I guess you could stand in the sink if you needed to reach that panel. [Linked Image]

That is correct ma on the track light. The open panel is the self contained temporary attached to the miswired meterbase...
