They weren't!

Piping up that concrete pedestal that's right there would have been better than that target, but even then it seems like these things are notorious for getting destroyed:

A good way?

How about snaking some new wires into the pole base along with the existing light feed.

Or as John has said pipe up the side of the base, if I had to do that it would certainly be done with schedule 80 RMC and a lot of high quality supports.

Good Lord! Mike reminded me of something, this parking lot DOES flood if it rains for more than a day or so! [Linked Image]
