Piping up that concrete pedestal that's right there would have been better than that target, but even then it seems like these things are notorious for getting destroyed:

What would have been a good solution if you needed a receptacle in a parking lot?

How about snaking some new wires into the pole base along with the existing light feed.

Or as John has said pipe up the side of the base, if I had to do that it would certainly be done with schedule 80 RMC and a lot of high quality supports.

And it's right in the middle of where the water will run during a rain-storm!.

Good Lord! Mike reminded me of something, this parking lot DOES flood if it rains for more than a day or so!
