What's up with the NM? Isn't that an offset nipple between the panel and the handi-box?

Maybe the carpenter wanted GFI protection for another circuit back in the panel, came off the load side of this GFI.. & wanted free air rating on the NM? [Linked Image]

It is an offset nipple, but the carpenter ran the NM from this box through the floor above into a cabinet for a T.V.. The cabinetry is beautiful, but the wiring is a mess, which is typical for carpenters around here. It may be on the load side of the GFCI, Randy, but probably only because those were the two screws available, not because this guy understood what GFCI protection is.
