Hopefully the glass globe in Pic #2 will fall off because of the added weight before the water level reaches the lampholder....

Am I the only one who really hates these receptacles with plastic straps? They seem "chintzy" and likely to break. At least in this case it won't corrode when the device box starts filling with mud, spiderwebs, garbage and water...

Sven, I had not noticed the plastic ears.... I can see the ground screw in the box fairly clearly, and it looks like it is vacant. With plastic ears, and no ground wire, what good is a 3 prong recep. especially outside? This appears to be far worse than merely missing a cover!
