That is a PVC FA (Female adapter) one end is internally threaded, it is made for doing just what is shown.

You can tell it is an FA by the lip around the circumference up from the center.

I use them quite often, although never above ground.

Now if we want to talk about raceway bonding that looks like a problem that should have showed up on inspection.

Or is that first "clip" above the FA a ground clamp?

And of course the telephone drop should not be on the mast.

Very ugly job no doubt about that, I would doubt the POCO would have been told to hook it up around here.
