i'm not sure what i'm looking at here,,,

why the single conductors? don't tell me that's S cord!...

how's it grounded?

does #18 seem to be too close to tighten up?

That looks like S-cord to me too!

#14 Is that a Welders' Mask lying there?
Something strange looking about those conduits .... Are they welded?

It looks like there has been a tube welded into the hole under that enclosure.
Can't say I like the quality of the weld though. [Linked Image]

Just from the enclosures, I figure Chemical plant of some kind?

Same guy cut the holes in #12 and 15, but two different guys ran the pipe and pulled them.... Or is it the same box corrected for conductor deflection?

I'd say it's the same box.. (note the primer behind the unistrut brack right of center).

It also looks like control cables of some sort.. the yellow ones could even be coax (ethernet 10base5 thicknet)
