I think this might be a violation of 410.8(B)!

Definitely within the storage space by the definition given in 410.8 (A). Whats with that soffit though? Is it solid? Did the electrician during rough-in forget to set a box in the correct location? I bet that cover's a bit tricky to get off.

I hope what really happened is the fixture was set correctly and there was a change in the closet shelving layout.

I have run into this quite a bit with older closet retrofitted with those wire organizers or a closet company comes in and does a closet organizer.

Unfortunately, what most electricians will see at first on a house plan will be a generic shelf and pole at about 6' high.

Well, with the other problems you now mentioned, I'm suprised we weren't looking at a keyless lampholder instead.

With the advent of LED lighting, as well as the sundry "closet organizers," I really think that it's time to consider the code allowing for suitably designed fixtures in close proximity to the clothes (or stored material)

I have seen at least two products that combines electricity and clothes rods. When we wire homes, we might want to consider placing a receptacle in the closet.
