Just food for thought here.

If the 2" contains the IMSA cable for a municipal fire protective circuit it is not likely to be subject to the NEC.

If that 2" does run to a master box my guess would be that the 1/2" contains the grounding electrode conductor for the master box.

I think we can safely assume no electrician was consulted when someone decided to infill the area with concrete.

There is a pad mount transformer in line with those two pvc's. I can hear the concrete guy, "You don't need an electrician, don't worry about it we do it all the time".

That install just says "idiot" all around... a PVC 90 costs less than ½ of the LB's and you can pull through them [Linked Image] Seeing a strap on the 2" (?) is something that tells me the EC was there when the concrete came in. Unless the concrete guy decided that conduit was in need of support.. [Linked Image]

And to think this whole problem could have been avoided if the LB's had been installed with the covers facing up. But I'll bet the electrician had no idea they were going to be covered with concrete.
