Photo and info submitted by GFretwell: In the process of assembling a Ufer ground series of pictures I came across this. It is a solid 4ga copper and the GEC is nowhere to be found. (the connection at the electrode is OK) Coincidence, I don't think so ;-) The inspector missed it twice, The EC missed it and the utility missed it. These are usually made up in the meter base because the utility likes it that way. I suppose if there is a GEC in the meter base I owe someone an apology but I doubt that will be a problem. Is that a stainless steel can? I've not seen this type of metal used for a meter can before.

Carefull Greg. 1st impressions may be wrong.
This looks like a code required connection point for "other" utilities. This connection point is required due to the use of the ufer ground, since that connection is usually within the wall space, and not out in the open where the other utilities can attach their ground wires.
Further investigation is needed before saying this is a violtation.

'Round here the other utilities have an amazing variety of clamps to connect their ground wires onto the corners of meter cans or panels or whatever without loosening our clamps or anything.
Several months ago I was at an inspection where the phone company got there before the inspector. They put some kind of weird clamp on the meter can, before the inspection, and before the meter was set. He was not happy. "I hate those things," he said. So I removed the clamp, tapped a hole in a piece of strut, and re-terminated the phone ground on a 10/32 screw. He was happy.
